Abstract:
This Project Management method has been developed specifically for complex projects where final outcomes, scope, risks, costs and timeframes are uncertain. This method uses integrated macro and micro level Resource Metrics, providing focus for all project team members and stakeholders as the project proceeds from concept to design, construct and implementation.

Key areas of project risk are addressed by this method, including inadequate:
• Scope of works
• Cost and time forecasts
• Team performance
• Monitoring, control and ‘early warning systems’

This method incorporates key elements for optimising delivery performance, including:
• Baseline Management – Project Plans evolve through time as greater definition of project outcomes is achieved
• Dynamic Project Monitoring and Control – early warning systems are essential in order to avoid late detection of major problems, which cause major impacts on all stakeholders
• Work Package Management – all team members must be empowered to perform as self-managed individuals with responsibility for planning and managing micro level outcomes
• Project Resource Metrics – these must be integrated across macro and micro levels and analysed in a dynamic manner in order to support early warning systems
• Early warning systems must trigger planning revisions in a timely manner, in order that Project Plans retain relevance
• Non-compliance with macro-micro management practices need to be identified and team members given more mentoring in this professional discipline area
