During the last 2 decades, Peruvian public sector faced many reform and change programs but mainly seen from the political science point of view. The management view was focused on the contents of the policies and there is still a lack of understanding about how management and especially organizational project management can contribute to the improvement of the public sector. This presentation shares a point of view about a baseline for the reform of the Peruvian Public Sector management system, tells what has been done and from what points of view and values the results of the different solutions.
About the Presenter
Jose Machicao, PMP is a project and process management consultant in Peru, mainly within the public sector. He developed models for municipalities, ministries and regional governments in order to improve the quality of the management systems, based on project management standards. His main achievements were to develop a model of indicators for the Ministry of Agriculture, based on the earned value concept and a primary management model for the transferred functions on mining for 3 Regional Governments in Peru.
He is author of the GOAL© Methodology. He is a lecturer at Public Management Diplomas at the Escuela de Gerencia Continental in Lima. He is a member of the PMI Lima Chapter (since 1998) and of the GovSIG for 6 years; he has been member of the GovSIG Board for 3 years.
